Before evaluation, requirements are completed and signed across impacted functions; IT validates feasibility; the accountable leader reviews the plan; and the team completes the cost-benefit analysis and business case.

Capital-intensive work uses full business cases, NPV, IRR, payback, risk adjustment, and formal funding gates.

Enablement track

Capability, data, automation, process, and operating-model work is evaluated through strategic alignment, time-to-value, readiness, and resource complexity.

Enablement funding advances in 90-day increments. Each increment must produce evidence, remove a constraint, or create a measurable capability.
